We are looking for a Enterprise Laboratory Lead to join our staff and have the responsibility for managing a multi-use enterprise laboratory environment that supports innovation, piloting, testing, and quality control of existing systems.  The enterprise laboratory facilitates evaluation of new capabilities, testing of existing capabilities, and load/scale testing of agency solutions. Responsibilities also include conceiving an enterprise laboratory environment, assisting ITA in transitioning from the existing environment to the target state, establishing laboratory procedures and processes, building out the laboratory, and running the day-to-day operations of the laboratory.
Essential Functions:
 
  • The Enterprise Laboratory Functional Area develops and manages a multi-use enterprise laboratory environment that supports innovation, piloting, testing, and quality control of existing systems. The enterprise laboratory facilitates evaluation of new capabilities, testing of existing capabilities, and load/scale testing of agency solutions. This functional area is responsible for conceiving an enterprise laboratory environment, assisting ITA in transitioning from the existing environment to the target state, establishing laboratory procedures and processes, building out the laboratory, and running the day-to-day operations of the laboratory.
  • The Contractor shall support the development of an enterprise laboratory approach and framework. Develop an enterprise laboratory Concept of Operations (CONOPS) and subsequence enterprise laboratory implementation plan. The implementation plan shall address transition from the current baseline to the future laboratory environment.
  • The Contractor shall staff, operate, and maintain a laboratory that is consistent with the enterprise laboratory approach and framework. The Contractor shall maintain laboratory equipment and recommend lifecycle replacement of physical equipment in the laboratory.
  • The Contractor shall support development of agency-wide laboratory policies, procedures, and processes and draft effective and efficient procedures consistent with the laboratory CONOPs and implementation plan.
  • The Contractor shall manage and perform technology pilots, test evaluations, and analysis of alternatives supporting agency quality assurance testing, interoperability and load testing, product evaluations, and product configuration.
  • The Contractor shall coordinate laboratory use with internal and external stakeholders. The Contractor shall establish, publish, and maintain a laboratory calendar for scheduling events, pilots, and other laboratory activities.
  • The Contractor shall identify new and emerging technologies that are relevant to the agency and recommend appropriate technologies to ITA executive leadership.
  • The Contractor shall seek stakeholder consultation and feedback for laboratory activities and deliverables and shall continually review and optimize deliverables based on feedback, experience, and expertise.
  • The Contractor shall support development of laboratory performance metrics and reports and shall monitor, assess, and report on compliance of laboratory policies, procedures, and processes by stakeholders.
  • The Contractor shall establish automated tools that facilitate the execution of laboratory policies, procedures, and processes.
  • The Contractor shall prepare, present, and coordinate materials (e.g., briefings, fact sheets, whitepapers) and attend meetings as necessary.
Deliverables:
 Develop and maintain enterprise laboratory approach and framework; Provide concept of operations and transition plan; Establish and provide baseline analysis; provide analysis of alternatives; Establish automated tools to operate and maintain laboratory; training manuals and course materials; conduct training sessions; document and provide meeting minutes, provide briefings, process flows, SOPs; provide guidance and consultation on policies and procedure; provide performance metrics.
Education:
  • Bachelor's Degree or Associate's Degree in Computer Science, Information Systems, Engineering, Business, or other unrelated discipline
  • OR equivalent experience in a technical or business discipline.
  • At least 7 or more years of experience in the IT field or in a related area required.
